PPC management is the ongoing job of running a pay-per-click advertising account: choosing what you bid on, excluding what you don't want, writing what the ads say, checking where the clicks land, then proving the conversions coming back are real.
Most of it is judgement about a small number of changes. Very little of it is volume of activity. A mature, consolidated search account changes roughly once a month, not once a week. That is the reason it can be sold at a fixed price instead of by the hour. It is also the reason a plan defines limits rather than a list of tasks.
Everyone in this market sells the account work. No buyer ever sees it. What you experience is a report landing when it said it would, a log you can open to see what changed and why, then how long it takes to get an answer when you ask something. So those are the three things a plan defines.

Published, not enforced case by case. Each individual favour is twenty minutes and feels churlish to refuse. Ten a month across ten clients is a working week, which is how a fixed price quietly stops being one.
The line is diagnosis against configuration. You will always be told exactly what is wrong in your tracking or your CRM. We won't log in and change it unless you buy the block.
In the first five working days we read the account: conversion actions, tracking health, campaign count, spend against the band.
It ends one of two ways. Either the plan is confirmed as deliverable and the first change log entry lands in week one, or the subscription is cancelled, the month is refunded in full and the reason comes to you in writing. One window, one test, one outcome.
An account with broken conversion tracking has nothing to report on. Finding that out in five days and giving the money back is better than finding it out in a bad first quarter.
A UK B2B business selling a considered purchase through a sales team. Paid search was where nearly all of its new business came from, which is what made the account both important and impossible to rebuild in one go. At handover it had no negative keywords. More than half the daily budget ran through a single ad group with one ad pointing at the homepage. Thirty-plus campaigns had accumulated over the account's life with no naming convention behind any of them.

£42,000 a year is a salary line, not a marketing budget line. Comparing it to another agency fee invites a race to £800 a month, which buys you a report nobody reads.
Read as a share of media it falls as the account grows, which is the right direction, because the work does not scale with the money. At the top of the Growth band, £100,000 a month, £3,500 is 3.5% of spend. At £50,000 a month it's 7%.
